创业板退市整理期不可以重组。《退市整理期特别规定》第二十条，对于选择“继续推进重大资产重组等重大事项且股票不进入退市整理期交易”的，如经股东大会审议通过该议案，深交所将在作出终止上市决定后5个交易日届满的次1交易日起，直接终止公司股票上市，不再安排其退市整理期交易；如股东大会审议未通过该议案的，深交所将在作出终止上市决定后5个交易日届满的次1交易日起，安排公司股票进入退市整理期。

因此，无论公司选择进入退市整理期与否、终止重大重组与否，只影响公司股票在摘牌前是否有最后30个交易日期限的交易机会，不改变公司股票到期摘牌被终止上市的结果。
