要想买入退市的证券权限，需要将退市交易权限开通，开通时，需要满足：

1、账户最近20交易日日均证券类资产不低于50万元(不包含融资融券交易融入的证券和资金)，也就是必须要20个交易日持有50万元的股票，不能是现金，理财等。

2、参与证券交易2年以上。

3、老三板风险等级为R4，C1客户不允许开通。

满足以上条件后，就可以直接在券商的交易软件上面开通，下图以方正证券软件为例：

打开方正证券小方交易软件，点击我的-业务办理-退市整理交易权限，然后根据提示下一步，勾选深A 和沪A两个账号，然后确定，此时系统会判定投资者的权限，如果资金或经验不达标，就会显示失败。如图：

每个证券公司的软件都大同小异，投资者只要在业务办理中，一般都能找到。如果使用的是同花顺这种三方软件，则不能开通，需要到券商的APP或证券公司柜台去开通。
