2007年10月1日开始实施的《物权法》第二百二十三条明确规定，可以转让的股权可以质押。股东股权质押是上市公司的股东把持有的股权当作质押物，向银行或第三者贷款而提供的担保。股权质押贷款程序如下：

1、向贷款方申请质押贷款需提供所需资料；

2、双方应以书面形式签订“贷款合同”。

3、股权质押合同签订之日起15日内，到股权质押登记机构办理股权质押登记，并在合同上要求的期限内将股权交给股权质押登记机构保管。 

4、根据《股权质押登记证明书》和贷款合同办理贷款。
